Adalberto da Costa Júnior said that greater dialogue with other political parties aims to "find what best serves the country".
"It is very bad that institutions repeat the mistakes of the past, a character that is very much contested, a character that, for sure, if we want to build a democratic state and the rule of law would not be chosen," said the leader of the National Union for the Total Independence of Angola (UNITA).
The politician questioned, in his speech at the New Year greetings ceremony, what led him to nominate a "distinguished and sensitive institution", a citizen "challenged and involved in polemics", as president of the CNE.
"This is a very bad indication in the face of the challenges of credibility and transparency of electoral processes. The public interest has been suffocated by private and group interests, forcing a cancellation of the contest in respect of the rule of law that we all want to build in the country", said Adalberto da Costa Júnior.
The decision by UNITA comes after the party was concerned about the "irregularities" in the process of selecting the new president of the CNE.
UNITA considered this to be "a tumultuous process, tainted by a lack of smoothness, a lack of ethics and a lack of transparency" in which both the candidates and the jury violated the rules.
Manuel Pereira da Silva was appointed on Wednesday by the Superior Council of the Judiciary as the new president of the CNE, replacing André da Silva Neto, through a competition in which three more candidates participated: Sebastião Diogo Jorge Bessa, Agostinho António Santos and Avelino Yululu.
