His distinction was based on his "good performance" as director of the CPLP Strategic Analysis Center (CAE), whose position he held between 2016 and 2019, in Mozambique, representing Angola.

The mention, granted by Zacarias da Costa, executive secretary of the CPLP, was given to the general by the hands of José João Manuel "Jota", Angolan ambassador to Mozambique, writes Jornal de Angola.

According to a statement, cited by Jornal de Angola, the general was the "guest of honor" at the celebrations of the center's twentieth anniversary, which took place last month, on the 29th, in Maputo.

Luís Diogo de Carvalho "Lulú" spoke, on the occasion, in a lecture about the "Twenty Years of the CPLP: Opportunities and Challenges", where he expressed the experience he gained throughout his mandate, addressing matters such as the dynamization of the center's national centers, the training and qualification of staff for the center, among others.
