Foreign investors, health and education exempt from special tax on transfers abroad

The Minister of Finance, Vera Daves, announced that people who carry out foreign exchange transactions abroad to pay medical expenses or education-related charges will be exempt from paying the special contribution fee. In addition to the education and health sectors, foreign investors will also benefit from this exemption with regard to the repatriation of dividends.

"We understand that, naturally, there are situations that we must consider. Example, the repatriation of dividends: I am here, I am an international company, I generated profits, I am contributing to the national economy, but the time comes I want to send my profits to my country of origin. We understand that, we don't want to discourage private investment, we said the dividend action is excluded, you don't have to pay a special contribution", exemplified the head of the Finance portfolio, quoted by Rádio Nacional de Angola (RNA).

According to the minister, this exemption also covers people who intend to send money abroad to cover medical or education costs. "Another example: paying for health and education for family members who are abroad. If it is to pay directly to the educational institution, directly to the hospital institution, you also do not pay any special contribution", she stated.

However, she clarified that other types of situations, such as "buying a house abroad", will have to pay the special contribution rate: "Now I want to pay for a consultancy contract abroad, buy a house abroad, buy shares or bonds or securities abroad, I want to transfer it to my account abroad, then a special contribution is paid", she explained.

According to the head of the Finance portfolio, the special contribution will cover two rates: one of 2.5 percent aimed at individuals who wish to make transfers abroad not related to the health and education sectors and another of 10 percent cent aimed at companies.

"If you are a company, you pay 10 percent, if you are an individual and want to make a transfer to your account or to someone else's account other than, I repeat, a school or hospital, you pay that 2.5 percent", said Vera Daves, cited by RNA.

"We came to the National Assembly with the proposal of 10 percent, but the recommendation of the deputies that we welcomed for individual operations to reduce from 10 to 2.5 percent, being certain that for education and health it is totally excluded, they do not pay anything or not even 2.5 percent", he added.

According to RNA, the measure comes into force in January of next year.
