"We will have to conclude the artist's portfolio initiative in 2023. It is certainly a fundamental tool for guaranteeing the sustainability of art professionals in the most varied domains, thus giving more security and dignity to those who dedicate themselves professionally to this very honorable career", said the minister this Wednesday.
For Filipe Zau, in an era of knowledge, the Culture and Tourism sectors will only be sustainable "if they have mechanisms for training and certifying their professionals".
"In a dynamic way, we need to attract and generate talent, as this is the only way to think about the future, in a sustainable way and with optimism", underlined the minister during the end-of-year greetings ceremony for the department he oversees.
In his speech, he defended the professional training of the human capital of the body he directs, considering that in the Culture and Tourism sectors there are no "finished products, they evolve and need to be continuously improved".
What "requires", he stressed, a degree of "unequivocal commitment" to the training and professional qualification of all human capital, "which is why a Training Department for Culture and Tourism is included in the new organic diploma".
"We must keep the focus on permanently improving our human capital, so as to bring out the necessary skills for the current and future moment, without losing sight of good working practices, based on rigor and transparency", he stressed.
The Culture, Tourism and Environment sectors were in the previous legislature with a single ministerial department. With the government removed from the general elections of the 24th of August, the Environment sector was disaggregated from the previous "mega ministry".
Due to the separation of the Environment, explained the official, the executive is "now working with a new organic statute for the Culture and Tourism sector".
However, he noted, "there are actions that will continue to be carried out together, given the transversality of sustainability".
Regarding the actions to be developed, Filipe Zau stressed that the regulations for sustainable tourism and the Angolan Languages Law should be implemented "shortly".
Filipe Zau also highlighted the insertion and maintenance in the Integrated System of Financial Management of the State (SIGFE) of 196 agents of the sector, "formerly under an employment contract", after an appeal "to the helpful understanding and indulgence" of the President of the Republic, John Lawrence.
"It was a process that runs transparently and is being implemented in two phases, with 98 former contractors having already been included in the first phase", he described.
The minister also noted that the Cultural Center of Huambo, in the south of Angola, is almost finished and the Palace of Music and Theater, as well as the Casa do Artista, will soon be built, in Luanda, "since the bureaucratic aspects have already are practically outdated".
