Government demands commitment in the delivery of death certificates for victims of political conflicts

The Minister of Justice and Human Rights asked this Thursday for commitment and dedication in the process of issuing death certificates for victims of political conflicts who died between 1975 and 2002, to be made available "within the best deadlines".

Francisco Queiroz was speaking this Thursday at the first regular session of the Commission for the Investigation and Certification of the Deaths of Victims of Political Conflicts, which marked the formal beginning of his activities.

The holder of the Justice and Human Rights portfolio appealed to the members of the patriotism commission in the "challenging and honorable mission.

"I also ask for commitment and dedication in the execution of the tasks assigned individually and collectively so that all requests are satisfied within the best deadlines," he said.

The ruler stressed that the covid-19 pandemic slowed down the work of the commission, but did not interrupt it, emphasizing that steps were taken, including the approval of the terms of reference and the holding of a public tender for the construction of the monument in memory of victims, to be erected in Luanda, with the approval of the company that best classified.

According to the Minister, work is currently underway to contract the contract, in coordination with the Office of Special Works and the Ministry of Finance.

During this period, the Technical Group, a consultation body of the Commission for Reconciliation in Memory of Victims of Political Conflicts, which conducts studies, issues opinions and formulates proposals, held meetings with the 27 de Maio Platform, in the Diaspora, which resulted in "very participatory and constructive discussions" and, in the country, with the 27 de Maio Association.

The victims of the alleged coup of May 27, 1977, against the first Angolan President, António Agostinho Neto, and the reaction that followed, which resulted in thousands of deaths in extrajudicial executions, according to survivors and analysts, has been the challenge in this process of forgiveness and reconciliation of the Angolans.

The minister highlighted that the Technical Group has received several entities and citizens, who intend to expose their problems.

Francisco Queiroz considered one of the most important initiatives of the Reconciliation Plan the registration and emission of death certificates for the victims registered during the several political conflicts of the country, since the independence of Angola, in 1975, until the end of the war, in 2002.

For this purpose, two legal diplomas were approved, which make the processing of the processes to issue death certificates fully administrative, more simplified and unbureaucratic, allowing any direct relative to have easy and free access to the death certificate and with it to continue the various pending situations of succession, family or established by accepted customs, said the minister.

In statements to the press, the spokesperson for the Commission on Investigation and Certification of Deaths, Israel Nambi, said that the meeting marked the formal beginning of the commission, especially its operation, in terms of logistics and administrative issues.

Israel Nambi said that electronic requests will be privileged, which can already be referred to the conservatories or to municipal or communal administrations.

"The interested party who wants to obtain the death certificate of his or her loved one will only fill out the form that is available at the conservatory and in Law 23/20, will attach the personal identification of the petitioner and, if possible, if he or she has any documentation from his or her loved one, these are only these three documents necessary," he explained.

The person in charge advanced that the electronic and user lines are conditions to be created in the near future, but that, for now, do not condition the progress of the work.

"Also give note that by that time we have already received ten files from the province of Bengo and two from the province of Cunene," he said.
