Government considers proposed law on social security for athletes

The Executive says that it is “committed” to drafting a bill on social security for athletes, which is already in the technical contribution phase.

To reach this stage, a study of other realities was carried out, but with paradigms similar to that of Angola, and a proposal for a document that could correspond to the "anxiety" of the national sports class was drawn up, explained the chairman of the Board of Directors of the National Institute of Social Security (INSS), Anselmo Monteiro.

The INSS opened a period of public consultations, from November 5th, in Benguela. A similar act took place simultaneously on the 8th of the same month, in the provinces of Huíla and Huambo.

Public consultation sessions continued on December 11, in virtual format, in the other provinces, and ended on December 13 in Luanda, where a large part of sports associations, federations and clubs are concentrated.

This document, according to a note made public by the Government, will have an impact on the lives of current athletes when they finish their careers and reach 60 years of age, but will have no effect for those already considered ex-sportsmen, warned Anselmo Monteiro.

Ex-sporters are not covered, explained the INSS PCA, due to the very genesis of Mandatory Social Security, which is based on a contributory basis. "Those who contribute enjoy the right to pension benefits. Those who do not, unfortunately, cannot have this right".

This case, he explained, is different from the situation of non-contributory benefit, in which survivors, widows and orphans pensions for deceased pensioners are framed.

The proposed law on the social security of athletes opens opportunities for clubs with players already registered in the Social Security database to settle the debt of previous years, up to 18 months after the publication of the Presidential Decree.

"The document is not yet closed, as we are discussing with specialists in Sports Law, so that they can get richer with their contributions, as long as they do not violate the Basic Law on Social Protection", he said.
