A statement from the German Embassy in Angola states that, along with the United Nations Fund for Childhood, the vaccines were delivered to the Secretary of State for Public Health, Franco Mufinda.

In turn, the donation of Portugal fits in the second phase of the action plan in the Sanitary Response to Pandemic Covid-19 between Portugal and the African Lusophone and Timor-Leste countries.
According to a press release of the Office of the Secretary of Foreign Affairs and Cooperation, with this donation "total vaccines sent to Angola amounts to almost one million and four hundred thousand doses (1,397,600)."
