The joint opinion report on the Amnesty Law proposal was approved on Friday in the specialties committees with 39 votes in favour, two abstentions and no votes against.
The draft law, by the President of the Republic, João Lourenço, aims to grant amnesty to all common crimes punishable with a prison sentence of up to 10 years, committed by nationals or foreigners, in the period from 12 November 2015 to 11 November 2022, as well as military crimes punishable by imprisonment for up to 10 years.
The diploma does not cover crimes committed with violence that result in death, those committed with the use of a firearm, crimes of trafficking in persons and sexual trafficking in persons, sexual crimes with penetration, those committed against minors under 18 years or committed through sexual assault, as well as promoting and aiding illegal immigration.
Also outside the amnesty are serious drug trafficking crimes, crimes of trafficking in arms and war ammunition, crimes of embezzlement, corruption and money laundering, environmental crimes and crimes against the security of the State and incitement to public disorder, among others.
