Executive creates plan to promote fisheries of 144 billion kwanzas

The Government approved this Monday the National Plan for the Promotion of Fisheries (Planapescas 2023-2027), which will include a financial package of 144 billion kwanzas to increase fishing and salt production.

The fisheries sector promotion plan, approved at the meeting of the Economic Commission of the Council of Ministers, guided by President João Lourenço, has as its main focus the business fishing activity, increasing the production and processing of fish and salt, as well as contributing to the development of trade and increase in tax activities.

According to the Secretary of State for Planning, Milton Reis, Planapesca foresees an average annual growth of fisheries in the order of 4 percent and of salt of 15 percent, with a view to increasing fishing production from the current 596,000 tonnes to 750,000 tonnes, in 2027, and the production of salt from the current 201 thousand tons to around 472 thousand tons, in the next five years.

Milton Reis informed that the financial package will be spread over five years, in the annual amount of 28.8 billion kwanzas, which will be made available by the State to the private sector and operated by the Development Bank of Angola (BDA) at an interest rate not greater than 7.5 percent.

"This line of financing will essentially be used to support the construction of infrastructure in the private sector, construction of vessels, production of inputs for the fisheries sector, production of feed for aquaculture and mariculture, production of machinery and equipment for the sector. production, industrial production for the transformation of products from the fisheries sector, creation and development of logistic platforms, as well as commercial activity and distribution of foodstuffs of fish origin", Milton Reis told the press at the end of the meeting.

This Monday's meeting also analyzed the Action Plan of the National Plan for the Promotion of Grain Production (Planagrão), which aims to increase the production of corn, soy, wheat and rice in the eastern provinces of the country, reducing dependence on the outside of these products.

Planagrão has provided funding of around 1.7 billion kwanzas, which will be operated by the BDA, through the National Development Fund, and 100 billion kwanzas to be operated by the Angolan Venture Capital Active Fund, to support the companies.

According to Milton Reis, the executive will make legislation on the Land Law available to potential national and foreign investors, in terms of accessing land parcels, as well as creating a land bank to facilitate access to land by developers.

"The executive is already identifying, through the Ministry of Public Works and Housing and also of Agriculture and Forestry, with the support of provincial governments, the areas where land is available for the production of these grains and a land bank will be created, where promoters will have access", explained Milton Reis, stressing that these plots will be subdivided.

According to the official, the eastern provinces are preferentially chosen for the Planagrão, but the implementation could be throughout the national territory.

The Government will also build infrastructure in the prioritized regions and create a strategy for making inputs available so that the process of development and production of these grains takes place without many constraints.

The plan also foresees the raising of funds abroad, with plans to hold 'roadshows' abroad, to present the country's potential, as well as the training of staff and scientific research in agricultural matters, being also concerned with the creation of conditions for the flow and transformation of production.
