More than four million Angolans have been registered in the last three years

More than four million Angolans were registered and more than two million received, for the first time, their identity card since 2019, announced the Minister of Justice and Human Rights.

The data were put forward by Francisco Queiroz at the opening of the XV Advisory Council for Justice, at a time when there are about nine months to end the current legislature, "the ideal moment to take stock of what has been done in this term".

The birth registration and identity card massification program was launched in November 2019, with the aim of ensuring the full exercise of citizenship by universalizing birth registration and attributing identity cards to citizens to solve the problem of many citizens without basic documentation.

"It has already allowed the registration of 4,429,773 citizens and the identification of 2,266,436 Angolans who received the ID for the first time since 2019 until the month of September this year", he detailed.

In addition to Angola, the program takes place in other countries such as South Africa, Cape Verde, Mozambique, Republic of Congo, Namibia, Democratic Republic of Congo, Zimbabwe, United Arab Emirates, Singapore, Vietnam, Germany, Belgium, Spain, France, England, Italy, Portugal, United Kingdom, Switzerland, Poland, Brazil, Cuba, United States and Jamaica.

The program has 300 civil identification posts, 236 birth and diaspora registration posts, in which 476 brigades and 4301 employees work.

Another program that the minister highlighted was the massification of land registration, to be carried out since March of this year, which aims to legally regularize three million properties by 2025.

By October 2021, 61,822 properties had been registered, with 43,409 registrations of property rights in favor of the State, 1264 registrations of property in favor of private individuals and 1476 registrations of land rights.

The Ministry of Justice is also aware of human trafficking problems, having tried 26 cases that resulted in the conviction of the respective defendants, he said.

The head of the Ministry of Justice also highlighted the inauguration of 20 district courts and the installation of 16 new posts of the "Born with Registration" program in health units, now totaling 37, despite the reduction in the number of employees of this ministry - currently 5,848 people – as part of them were transferred to the Superior Council of Magistracy.

Francisco Queirós also highlighted the 131 campaigns of moralization and dissemination of legislation carried out by the ministry's services between January 2018 and September 2021, with a view to curbing corruption, fraud and nepotism and other illegal practices.

In addition to the economic and financial difficulties, the minister also pointed out the covid-19 pandemic as one of the main constraints on achieving the objectives defined by the Government for the area of ​​Justice.

The XV Consultative Council takes place today at the Talatona Convention Center, in Luanda, under the motto "For a More Humanised, Transparent and Rigorous Justice Service Towards the Strengthening of Citizenship".
