Portal do Munícipe raised 5.2 billion kwanzas until May 2021

Portal do Munícipe (PM), an IT platform for providing more than 500 services and for collecting fees and fines by administrations, collected 5.2 billion kwanzas by May 2021.

The volume of revenue collected by local state administrations, via PM, available in 164 Angolan municipalities, 44 urban districts and some communes, was presented this Wednesday by the Ministry of Finance.

According to the coordinator of the Technical Group for the Implementation of the Financial Regime of Local Authorities in Angola, Ricardo Cavudissa, the PM, which monitors the cycle of fees, charges and fines for services provided by the local administration, "already works in a consolidated manner in spite of some technological constraints".

Revenues collected at the municipal level until May 2021 were in the order of 5.2 billion kwanzas, 56 percent in Luanda and 70 percent of the amount reverted to local expenses in the municipalities.

"The remaining 30 percent goes to a municipal balance fund, which is a fund that serves to help municipalities that collect less, but this revenue does not go to the Single Treasury Account (CUT), it is local and remains for the municipality" he explained.

The collection made via PM is credited to a sub-CUT, called "Conta Agregadora" located at the Bank of Commerce and Industry (BCI).

Ricardo Cavudissa, who presented this Wednesday the current stage of the Military Police during a meeting with journalists, also made it known that the aggregate revenue of the portal, between 2017 and May 2021, did not follow a linear path.

In 2017, 3.8 million kwanzas were collected via Portal do Munícipe, 100 million kwanzas in 2018, 8.7 billion kwanzas in 2019, 6 billion kwanzas in 2020 and 5.2 billion kwanzas by May 2021.

"If by May we were already in this amount, we believe that the revenues collected have already exceeded the volume reached in 2020 and, then, there is this clear growth trend and with the new services being implemented on the portal, we will have more revenues", stated the responsible.

The coordinator of the Technical Group for the Implementation of the Financial Regime of Local Authorities also presented the legislative area of ​​financial deconcentration in Angola, namely the Local Financial Regime, Table of Fees for Local Administration Bodies of the State (OALE), among others.

Specific modules to accommodate the competences transferred to OALE were also created on the portal, namely for land rights, mining, advertising, artisanal fishing, construction licenses and inspection services.

Regarding the reinforcement of financial decentralization, Ricardo Cavudissa recalled the Integrated Program for Local Development and Combating Poverty, where 25 million kwanzas (35.8 thousand euros) are made available monthly to local administrations.

"The execution of this expense is made entirely by Organs local bodies without any intervention from Organs central bodies", he stressed, noting that the implementation of the Municipal Budget was started last October in 54 Angolan municipalities with the allocation of 25 million kwanzas/year.
