Economic Commission approves the creation of Angola's Cargo and Logistics Certification Regulatory Agency

The Economic Commission of the Council of Ministers approved this Tuesday the creation of the Regulatory Agency for Cargo Certification and Logistics of Angola (ARCCLA), which aims to "regulate, supervise and supervise logistics activities and related matters, such as the operations of goods traffic by sea, land and air".

ARCCLA will replace the National Council of Shippers: "With the creation of this agency, the National Council of Shippers is extinct and its staff and assets are transferred to the new agency", can be read in a Government Facebook publication.

At the meeting, which took place this Tuesday under the guidance of the President, João Lourenço, the Regulation of the Free Zones Law was also approved, which establishes the "procedures and formalities for the constitution, organization and operation of these free zones, as a mechanism of economic and social development and an instrument to support investment".

The publication also states that this regulation "emerges from the need to ensure a simplified and operational environment with international standards favorable to investment" and that it is in line with the objectives defined in the National Development Plan (PDN) 2018-2022.

It was also approved the Execution Balance Report of the National Development Plan 2018-2022, which integrates the "actions developed until the end of the 3rd quarter of this year, with the aim of materializing the general priorities of the Executive, translated into the six axes of intervention".

The meeting also served to approve a proposal for changes to the Legal Regime of the National Network of Logistics Platforms (RNPL). The proposal foresees the adequacy of the macroeconomic development objectives defined in the National Development Plan 2018-2022 and the creation of "a legal framework more favorable to the improvement of the country's logistics conditions, taking into account the current economic and social situation".

The National Treasury's Financial Programming Balance Sheet Report was also endorsed by the Economic Commission.

"At the meeting, the Economic Commission was informed of the performance of the Balance of Payment and International Investment Position in the 2nd quarter of 2020, as well as the origin and destination of currencies during the 3rd quarter of the same year," the note adds.
