Government hires consortium with Portuguese consultants to prepare PPP

The Government hired a consortium of Portuguese consultants to carry out feasibility studies for four public-private partnership (PPP) projects linked to industry, agriculture, energy and maritime transport.

In a press release released this Thursday, the Angolan Ministry of Economy and Planning announced the contracting of a consortium formed by Ernest & Young, COBA and RRP Advogados, under the Refundable Assistance Agreement with the World Bank, to develop studies related to four PPPs.

The projects are related to the Chicapa II hydroelectric plant (Luanda Sul); national cabotage network (Luanda-Soyo-Cabinda and vice-Versa); irrigated perimeter of Mucoso (Kwanza-Norte) and industrial development hub of Fútila (Cabinda).

Regarding the Chicapa II hydroelectric plant (Luanda Sul), an estimated investment of US $ 231 million, the objective is to expand the existing installation with a view to increasing energy production by an additional 15 megawatts (MW) to a total of 31. The project also includes the construction of a 60 kilowatt (kW) substation.

The national cabotage network includes several components, including the construction of the breakwater at the Port of Cabinda; construction and equipping of the Cabinda Maritime Passenger Terminal and the Passenger Fluvial Terminal in Soyo (including commercial space for rent) and purchase of a "Roll-on / Roll-off" vessel and a ferry boat for the connections of the three cities.

The project aims to improve accessibility and transport of goods between the cities of Luanda, Soyo and Cabinda and to encourage exports through this province.

The irrigated perimeter of Mucoso covers an area of ​​497.6 hectares in Cuanza Norte and aims to rehabilitate the existing infrastructure (rural paths, irrigation and pumping systems, electricity supply) and install new equipment to boost agricultural production in the region. .

As for the industrial development hub of Fútila, the first phase of the project provides for the infrastructure of 114 hectares of land (out of a total of 2346 hectares) to attract investments in the manufacturing industry.

MEP also announced that it intends to promote a Training Plan on the Regulation of the Basic Law of the General Regime of the National Planning System, between January and March 2021.

The objective is to guarantee the implementation of the procedures established in the aforementioned Regulation with regard to the preparation, execution, monitoring, evaluation and review of the Planning instruments, including Long-Term Strategy, National Development Plan, National Spatial Planning Plan and Plans Sectoral and Provincial Development.
