Eugénio Laborinho says that police “are not the enemy” and that “there are no absolute rights”

The Interior Minister said that citizens should not look to police bodies “as their enemy”, but also stressed that “there are no absolute rights” and that they are leveled.

"It is important to mention that no right is absolute, so whenever we want to exercise any action contemplated in the law, as a fundamental right, we need to establish the degree of empathy and exercise to put ourselves in the place of those who will suffer the effect of its action, since the fundamental rights are leveled ", highlighted, in his closing speech of the Extended Consultative Council.

As an example, Eugénio Laborinho indicated that citizens have the right to speak out, but this "does not legitimize preventing others from circulating or damaging public or private goods".

In recent weeks, two attempts at demonstrations have been severely repressed by police in Luanda, ending with arrests, including of journalists, and at least one death in circumstances yet to be clarified.

For Eugénio Laborinho, "it is essential that citizens do not look at police bodies as their enemy", but understand the essence of their work, which presupposes "defending those who are right, always being on the side of the Law, holding those who violate it responsible" with view to compliance with legality.

"In this sense, I address a word to all Angolans, so that in the exercise of their rights, such as freedom of expression, free movement, demonstration and others, they must take into account the postulates in the Constitution and the Law", urged the minister, adding that the right to inform or to be informed "cannot be a reason for the other to not exercise his rights of reply or of bringing a lawsuit".

Eugénio Laborinho acknowledged that there are "flaws" and apologized for "any irregularities or excessive zeal", promising that they will be corrected.

He further clarified that police bodies "exist to guarantee democratic order and legality, regardless of party affiliation, religion, race, nationality of the citizen", and serve the interests of all institutions and all citizens.

Only a week after the last demonstration, which took place on September 11, after which a student was killed, the Government spoke of "excesses" regarding the police intervention, through the voices of the Ministers of Interior and Justice and Human Rights, Francisco Queiroz.

Eugénio Laborinho also addressed the issue of remuneration status, which will reflect the differences and specificities of the security agencies.
"Although we are members of the same family, we cannot afford to want to be all the same", so the specificity of the work of each agency and each agent will be met.

"It is in this sense that it has been said here and very well that the remuneration status of each body will meet these differences of ours," he said.
