Budget Proposal for 2021 provides for 15.9 percent of social sector spending

The State General Budget (OGE) for 2021 provides that 15.9 percent of total expenditure will be allocated to the social sector, while 7.5 percent should go to the economic sector, it was announced.

According to a note from the Council of Ministers, which considered the OGE's proposal for 2021, the reinforcement of support to the social sector “demonstrates the executive's commitment to improving the living conditions of the population”.

In addition to the appreciation of the OGE's proposal for 2021, which is now due to enter parliament, the Council of Ministers also approved the Annual National Development Plan for next year.

“The executive considered that there was, in general, an improvement in the quality of the information contained in the document, taking into account the best financial reporting practices in accounting for the public sector. The documents now considered will be sent to the National Assembly”, pointed out the note.

The OGE proposal for 2021 presents "revenues and expenses of the same amount" and is "5 percent higher" than the revised OGE 2020.

According to a note consulted on Tuesday, after the analysis of the proposal by the Economic Commission of the Council of Ministers, the OGE for 2021 includes estimated revenues and expenses of 14.114 trillion kwanzas.

The note points out that the macroeconomic framework for 2021 “presents as assumptions an average price of a barrel of oil of 39 dollars, an annual accumulated inflation rate of 18.27 percent and a growth rate of 2.1 percent non-oil product percent ”, also predicting that the oil sector will continue to“ experience a decline in activity, registering a negative growth rate of 6.2 percent ”.

The Council of Ministers also approved the Annual National Development Plan for 2021, which “obeys the logical structure” of the National Development Plan 2018-2022 (PDN).

According to the note, a total of 8,815 activities and projects are planned in this plan, which aim to achieve 345 goals.

Appreciating the first half of the 2020 NDP, the Council of Ministers found that it was affected by the covid-19 pandemic, which “led to the execution of 40 percent of the targets set for the current year”.

The note pointed out that on the agenda of the Council of Ministers there was also the approval of the Regulation of the Basic Law of the General Regime of the National Planning System, the Road Plan of Angola, the Municipal Master Plans of Uíge and Negage and the Regulation for the Registration of Medicines .
