State budget outlook for $ 39 a barrel of oil

The 2021 State Budget proposal (OGE) includes estimated revenues and expenses of 14.114 billion kwanzas based on a price of 39 dollars a barrel of oil.

The proposal was analyzed this Tuesday at the Economic Commission of the Council of Ministers, according to a note to which Lusa had access, and represents an increase of 3.8 percent compared to the revised 2020 budget (13.5 billion kwanzas) income and expenses in equal amount).

The note states that the outlook for the global economic environment for 2021 continues to be dominated by uncertainty, mainly due to the covid-19 and the risks of a second wave of the pandemic, so "the levels of uncertainty in the oil sector should remain".

For this reason, the OGE proposal envisages a reference price of oil of 39 dollars per barrel (compared to 33 in the current OGE) and a production level of 1,220,400 barrels per day, "assumptions that, although conservative, compete to ensure stability in the country's macro-fiscal programming ".

With this budget, "the executive intends to continue to strive to achieve balance in public accounts, in accordance with the measures included in the revised PDN 2018-2022 [National Development Plan], being seriously committed to restoring macroeconomic stability. and project sustainable, inclusive and diversified economic growth ", the note also stresses.
