Paulo da Graça is the new consul general of Portugal in Luanda

Paulo da Graça is Portugal's new consul general in Luanda, replacing Rosa Lemos, who has held this role since September 2022, according to a note released today by the Ministry of Foreign Affairs.

The document says that the director general of the Institute of Angolan Communities Abroad and Consular Services (ICAESC), Maria Filomena António, handed over to the new consul general of Portugal in Luanda, the “Exequátur”, a document that confers on diplomat Paulo Miguel Lopes da Graça "full powers to exercise consular functions in Angola, with jurisdiction throughout the national territory, with the exception of the provinces covered by the Consulate General of Benguela".

Paulo da Graça has a degree in International Relations from the Higher Institute of Social and Political Sciences of the Technical University of Lisbon.

In his diplomatic career, he joined the Portuguese Ministry of Foreign Affairs in 1998, having held relevant positions, including positions at the Portuguese Embassies in Tokyo (Japan) and Seoul (Korea).

Before taking up the position in Luanda, he served as Deputy Permanent Representative to the United Nations in New York (2019-2024) and was awarded the title of Officer of the Military Order of Christ, in recognition of his distinguished career and contribution to international relations from Portugal.
