Alteration to the unofficial voter registration law approved in its entirety

The National Assembly on Wednesday unanimously approved the draft bill amending the unofficial voter registration law, which should allow for an increase in the voter base.

With 176 votes in favor, none against and no abstentions, the draft bill amending the unofficial voter registration law passed in full Wednesday during the 12th extraordinary plenary meeting of the fourth legislative session of the National Assembly.

The bill was passed as a law following discussions on the speciality of the Executive's proposal and the bill amending the said law, an initiative of the National Union for the Total Independence of Angola (UNITA) parliamentary group.

Both proposals were merged into a single document approved this Wednesday by the parliament plenary.

According to the UNITA deputy, Mihaela Webba, her party voted in favor because the Executive commits itself to issue permanently and at a satisfactory pace the identity card, a document that conforms to the unofficial electoral registration.

"If the registration is done automatically from the identity card, then the executive should issue the identity card permanently, at a satisfactory pace so that Angolans have an identity card and are included in the Database of Major Citizens," he said in his explanation of vote.

Alexandre Sebastião André, president of the parliamentary group of the Broad Convergence for the Salvation of Angola - Electoral Coalition (CASA-CE), justified the yes to the legal instrument by the executive's guarantee to create conditions for the registration of Angolan citizens abroad.

For his part, MP for the Popular Movement for the Liberation of Angola (MPLA) Reis Júnior considered that voter registration is imperative, arguing that his party voted in favor because the law "allows for an increase in the number of voters.

"This law results from an extraordinary effort by the deputies in the specialty, discussions marked by openness and closeness among the deputies. This law signals the maturing of our democracy," he stressed.

The first phase of voter registration, in Angola and abroad, aiming at the elections scheduled for 2022, begins this September and runs until next December, and the second phase is scheduled between January 5 and March 31, 2022.
