Executive no longer requires criminal record to open pharmacies

The exercise of pharmaceutical activity in Angola is now exempt from the presentation of eight documents, including the criminal record certificate, under the Simplifica 1.0 Project, according to a presidential decree.

In the document, consulted this Monday by Lusa, is also referred to the extension of the period of validity of the authorization from two to five years, renewable, and eliminated the requirement of 500 meters of distance for installation between pharmacies.

With this decree, the presentation of the technical opinion of the municipal health department, certificate of criminal record, commercial registry certificate, copy of the NIF [Tax Identification Number], employment contract of the technicians, certificate of habitability, statistical registry certificate and commercial permit were eliminated, a provision that is applied immediately, including to ongoing processes.

From now on, the creation of a new pharmacy, the transfer from one location to another, and the regrouping of pharmacies depend on authorization from the Medicines and Health Technology Regulatory Agency.

For the opening or operation of a pharmacy, the decree determines prior joint inspection, which aims to certify the compliance of the infrastructure to the legal requirements on the operation, safety, and public health conditions of the facilities, which must be carried out by a commission coordinated by a representative of the Regulatory Authority of Medicines and Health Technology, assisted by a representative of the municipal directorate of commerce and fire departments.

The documents required to obtain authorization to open or operate a pharmacy will now be a copy of the applicant's personal identification, floor plan, cuts, sewage systems, descriptive memory and sketches of the establishment's location, term of responsibility from the technical director, accompanied by a declaration from the Order of Pharmacists of Angola and proof of payment of the emoluments fee.

"For the renewal of the authorization to exercise the pharmaceutical activity, the application must be accompanied by proof of payment of the emoluments fee," reads the decree.

This year, the government approved the project to simplify public administration acts and procedures in order to reduce the bureaucracy surrounding the process of issuing new documents, with a high impact on citizens' lives, or their renewal, namely the acquisition of identity cards, driver's licenses, passports and permits.

The project has simplified 32 acts that required 291 requirements, thus eliminating the need to present 121 documents, unifying 13 other documents on identical and transversal matters, in addition to extending validity periods to ten documents and licenses, as well as integrating in a single entity 20 procedures previously carried out by different services.
