A note from the Civil House of the President of the Republic states that "following the approval this Friday by the National Assembly, in second assessment after the ruling of the Constitutional Court", João Lourenço promulgated the legal instrument.
The diploma passed in parliament with 149 votes in favor of the Popular Movement for the Liberation of Angola (MPLA), five against independent deputies and 49 abstentions from the National Union for the Total Independence of Angola (UNITA), from the Convergência Ample de Salvação de Angola - Electoral Coalition (CASA-CE), Social Renewal Party (PRS) and National Front for the Liberation of Angola (FNLA).
On March 2 of this year, the President proposed the punctual revision of the Constitution of the Republic of Angola, a process that culminated in the approval of the second deliberation of the draft Constitutional Revision Law, under the terms of the Constitutional Court ruling on the preventive inspection of the Constitution .
In the presentation of the draft Constitutional Revision Law, the minister of State and head of the Civil House of the President of the Republic, Adão de Almeida, said that this revision defines, among other constitutional mechanisms, the political oversight of the executive by the National Assembly, and the universalization of the right to vote for Angolan citizens residing outside the country.
The independence of the National Bank of Angola, as well as the prohibition of the practice of acts that are not mere current management by the executive power at the end of the mandate will also be ensured in the review.
According to Adão de Almeida, the President of the Republic's margin of discretion is also reduced, in relation to the call for general elections, as the second half of August is defined as the period for the holding of elections, stressing the withdrawal of the principle of gradualism in the Constitution.
