However, Eugénio Silva admitted that not all students will be able to access the platform because not all have access to the Internet or to digital devices such as a computer or cell phone: "We are in this dilemma between trying to minimize teaching and safeguarding the possibility of exclusion that technologies cause in Angola".
Eugénio Silva emphasized that distance education cannot only involve the availability of content through social networks and that organization and structuring are necessary for distance education to be well executed.
He also admitted that the country has not properly implemented distance education, but that it is moving towards this: "We do not exactly have distance education in Angola. We are taking the first steps to establish this education".
In May, the Ministry of Education carried out a survey to analyze the level of preparation of educational institutions in this area, and concluded that 50 percent of the country's universities were able to teach again, using distance learning platforms.
"From our experience, only two thirds of students had access to distance learning, which indicates that we still have many problems," he revealed.
