We have nearly 45 days to prepare the budget proposal and deliver it to the National Assembly," said the head, who was speaking at the end of the 'Seminar on the Instructions for Drafting the 2021 State General Budget Proposal'.
According to a note published on the website of the Ministry of Finance, the responsible also said that the Ministry of Economy and Planning (MEP) will start "the whole planning process of projects and programs reflected in the National Development Plan (PDN)".
In the seminar, the Head of Department of DNOE, Carlos Gourgel, highlighted the phases of the budgeting process, stating that "the preliminary budget is the basic tool for budgeting". This is a document that "the managers of the organs of the budget system will be able to present for the year 2021", he added.
Amilton Luís, of the National Directorate of Public Investment, stressed "the value of public investment in economic growth", taking the opportunity to highlight "the importance of the Integrated Programme for Intervention in Municipalities (PIIM), conclusion of the projects within the time limits previously agreed and the conditions under which they were negotiated".
In turn, the National Director of Studies and Planning of the MEP, Luís Epalanga, highlighted the Process of Preparation of the Action Plans of the PDN and the Budget.
The seminar, which took place via the Zoom platform, also discussed the National Public Procurement Plan 2021 and VAT in Public Procurement.
