The 23-year-old left defender, international for Angola, signed a commitment valid for three seasons with the Barcelos team.
Sandro Cruz was in Chaves for the last two years, but with the relegation of the Flaviense emblem to the II League, he opted to move to Minho, continuing in the top national league.
The defender began his training at Sporting de Braga, then went to Benfica, where he completed his journey until reaching the Eagles' main team.
Last season, already at the Trás-os-Montes club, Sandro Cruz participated in 26 games and scored one goal.
The full-back is Gil Vicente's fifth reinforcement for the new season after Jorge Aguirre (ex-Osasuna, Esp), David Colado (ex-Villarreal, Esp) and Marcos Fernández (ex-Mallorca, Esp) and Jonathan Mutombo (ex- Vitória de Guimarães).
