Government wants to change asset declaration regime to prevent corruption

The Government intends to change the regime for declaring assets of public office holders, currently presented in a closed and sealed envelope, envisaging "a deep reflection" on the prevention and repression of corruption, according to a presidential decree.

According to the National Strategy for the Prevention and Repression of Corruption (ENAPREC) 2024-2027, already approved in a presidential decree of 19 July and consulted this Monday by Lusa, the authorities must promote a "deep reflection on the asset declaration regime with a view to its possible amendment".

The measure is part of the actions foreseen in the prevention chapter, within the framework of the implementation of ENAPREC, which also foresees the promotion, in academia and specialized institutions, of periodic studies on the levels of perception of corruption in the country, aiming to identify the areas more prone.

The Angolan probity law, approved in 2010, establishes that holders of political positions held by election or appointment, judicial magistrates and Public Prosecutor's Offices, without exception, and managers and those responsible for the State's central and local administration are subject to declaration of assets.

This declaration is presented in a closed and sealed envelope, up to 30 days after the manager and/or director takes office, to the Attorney General's Office, a declaration regime that, in the opinion of some magistrates, should be open or semi-open for its periodic check.

Among the actions planned, within the framework of preventing corruption, ENAPREC suggests the definition of minimum technical, ethical and deontological requirements in the provision of public servants and administrative agents, as well as in the appointment to exercise political management and leadership.

The prospect is also to promote the extension to all public servants, at the time of taking office, of the oath on prevention and repression of corruption and nepotism.

"Prevention is of capital importance in reducing corruption rates, enhancing a set of immeasurable social advantages, capable of developing in society principles based on morality, probity and respect for the common good", the document reads.

Subdivided into five chapters, namely general objectives and structuring principles, prevention, detection, repression and management, monitoring and evaluation, ENAPREC constitutes a holistic approach to the phenomenon of corruption in the country, its causes and consequences.

It was developed based on the perception that corruption affects several sectors of national life, making it therefore "crucial" for everyone to be involved in the implementation of anti-corruption policies and actions.

ENAPREC aims to institute anti-corruption reforms and promote a culture of ethics in all sectors, "with greater focus on those that present high risks of committing acts of corruption".
