Government will not renew protocol fleets

The Minister of Finance, Vera Daves, informed that there will be no renewal of protocol fleets for the acquisition or rental of properties for residential purposes in the country or abroad. The measure is part of the diploma that has the instructions for the elaboration of the General State Budget (OGE) for 2024, which was approved, this Wednesday, in the Council of Ministers.

According to a statement from the Government, to which VerAngola had access, the said measure takes place within the scope of reducing expenses.

"Minister Vera Deves reaffirmed the need to restrict government expenditures, indicating that there will be no renewal of protocol fleets for the acquisition or rental of properties for residential purposes in the country or abroad, as part of the measures that will be incorporated in the preparation of the OGE to 2024", reads the note.

Without providing further details about this measure, Vera Daves indicated that the instructions for preparing next year's OGE consist of a "proposal for a Presidential Decree and are in line with what has been proposed on other occasions".

On the occasion, the minister said that they have "looked at expenses in an annual logic", and they intend "to start looking at a multi-annual logic".

"We have been looking at expenses in an annual logic and we want to start looking at a multi-year logic, to also organize ourselves financially in mobilizing the necessary revenues to finance those expenses that are identified and stabilized in a multi-year logic. So, the medium-term expenditure framework is new in these instructions," she said, quoted in the statement.

The official also underlined the "importance of prioritizing" the completion of projects already started, "to the detriment" of starting new ones. "There is this express indication here of prioritizing the completion of projects that have already started, going beyond the point, if you will allow me the expression, in the mobilization of financial resources for new projects in the same sector, which have projects to be concluded", she pointed out.

Among the measures is also the reduction "of operating subsidies for public companies, taking into account the need for greater efficiency and profitability in these companies", says the note.

"In order to boost the local economy, the minister recommended that public bodies prioritize the acquisition of local goods and services, avoiding imports of products available on the national market", whose recommendation aims to reinforce local production and stimulate internal economic development.

"Public bodies, public companies, should be the first to set examples in terms of the acquisition of locally produced goods and services", said Vera Daves.

According to the communiqué, "a significant change in the management of small and medium-sized projects" was also proposed. According to the diploma, "responsibility for the execution of these projects will be transferred from the bodies of the Central Administration of the State to the provincial governments and municipal administrations", reads the note.

The minister explained that there is "a set of projects that are assigned to the bodies of the State's Central Administration", which they understand "that it makes more sense to be assigned to the State's Local Administration bodies".

"They are close to the citizen and will also be able to focus more attention and energy on ensuring that these projects are carried out," she added.

It should be noted that the diploma containing the instructions for drawing up the State Budget for next year's fiscal year, which was approved, this Wednesday, at the 6th ordinary session of the Council of Ministers.

"This document, to be sent to the National Assembly, aims to establish the principles, rules and procedures to be observed by the budget units and dependent bodies, in the process of preparing and drafting the Proposal for the General State Budget Law for the 2024 Economic Year and the Medium-Term Expenditure Framework for the period 2023-2027", the statement also states.
