Government approves diploma that transforms two documents into Vehicle Title

Drivers will now have in a single document, the Vehicle Title, the data of the current booklet and title of registration of car ownership, according to the preliminary draft of a presidential decree approved this Monday by the Government.

The future Vehicle Title will allow for a considerable reduction in the time and costs spent by users in obtaining the current car registration book and title, according to the press release issued at the VI ordinary meeting of the Interministerial Commission for State Reform, carried out under the guidance of the President, João Lourenço, who approved the Progress Report on the Execution of Simplifica 1.0, a project that began in June 2021.

The report on Simplifica 1.0, which aims to reduce bureaucracy in administrative acts and procedures, states that it had an execution level of around 78 percent and made it possible to reduce bureaucracy around 25 administrative acts and 73 measures in various sectors of activity.

The note emphasizes that the first phase of the project resulted in "a reduction in costs, greater speed in terms of issuance, an increase in its period of validity, elimination of documents and formalities that proved to be indispensable, unification of acts and procedures that contribute to the same purpose, among other actions, aimed at facilitating the relationship between the administration and individuals".

The commission approved, for further consideration by the Council of Ministers, the preliminary draft of the Presidential Decree, which approves the Simplifica 2.0, a legal diploma that will continue the reforms of acts and procedures, with a focus on this stage in the economic sector, namely in the licenses and permits required for the exercise of activities, to "increase the levels of confidence of citizens and companies in public services, contribute to the improvement of the business environment and guarantee interoperability between public administration services".

Simplifica 2.0 brings together 26 acts and 89 concrete simplification measures, which result from a diagnosis carried out with citizens and companies, which advocate the supply, integration or modification of acts and procedures for a faster administrative response.

As part of the modernization of public services, the commission approved the preliminary draft presidential decree establishing the Roadmap for the Digital Transition Agenda for Public Administration 2022-2027.
