Angola wants cooperation agreement with DRCongo on security and public order

The Minister of the Interior, Eugénio Laborinho, expressed this Tuesday the need to sign an agreement with the Democratic Republic of Congo (DRCongo) on cooperation on security and public order, as well as the redefinition and re-marking of border landmarks.

Eugénio Laborinho expressed this interest in a video-conference meeting held this Tuesday with the Deputy Prime Minister and Minister of the Interior of the DRCongo, Gilberto Malamba, in which they reviewed the cooperation between the two countries, according to a note released by the Ministry of the Interior.

Eugénio Laborinho pointed out the need to verify and restore the border landmarks between the two neighboring countries, as well as carry out joint patrolling missions along the common border and periodic technical meetings between the commanders and local heads of the Border Guard and migration police and foreigners.

Strengthening control and awareness-raising measures for repatriated citizens, taking measures to safeguard maritime and river areas and registering citizens of both countries resident at the border are also steps to be taken in the cooperation between the two states.

The latest incidents in the border areas of Cabinda and Lunda Norte provinces, which recently resulted in the death of a member of the Angolan Border Guard, were also discussed at the meeting between the two ministers.

Last week an Angolan Border Guard soldier was killed by the Congolese Army in the Congolese province of Kasai, an incident that was condemned by the Angolan Government.

The holder of the Interior portfolio expressed his concern about the current state of the border landmarks, which need to be rescheduled and defined, as well as the issues that encourage illegal immigration, smuggling of fuel, medicines, basic goods and border security issues.

"Many border posts or border crossings have poor infrastructure that makes it difficult to carry out police and customs control efficiently and effectively as we want," said Eugénio Laborinho.

According to the minister, these weaknesses "have allowed the entry and exit of people and goods in an irregular way, thus contributing to the emergence and practice of various crimes, including smuggling of goods, trafficking in arms and drugs, human beings, illegal immigration, as well as the indiscriminate slaughter of fauna and flora, smuggling of fuel, medicines, counterfeiting of currency and forgery of documents".

For his part, the Congolese leader considered the meeting important, as it will strengthen secular inbreeding relations, which have been established between Angolans and democratic Congolese.

The issue of the pandemic was also the subject of the meeting, with regard to exceptional measures to prevent covid-19 and the security situation along the common border, with the commitment to do everything possible to overcome the constraints.
