BFA administrator and chairman of the executive committee resigned

The administrator of Banco de Fomento de Angola (BFA), Maria Manuela Moreira, and the chairman of the executive committee, António Domingues Catana, resigned after the resignation of ex-vice president António Domingues, who alerted the regulator to “serious non-compliance ”Of banking rules.

:

Maria Manuela Moreira is targeted in a 2017 audit where suspicious banking transactions were detected that led to a complaint made by António Domingues.

The resignations of Maria Manuela Moreira and António Domingues Catana were disclosed by the bank, in a note sent to Agência Lusa about the case.

After António Domingues, on 6 July, the resignations of Otília Carmo Faleiro followed on 8 July, Maria Manuela Moreira on 10 July and António Domingues Catana, on Tuesday, which was replaced by unanimous deliberation of the Board of Directors. Administration, on the 14th of July, by Luís Roberto Fernandes Gonçalves.

The new chairman of the executive committee has been a civil servant since 1996 and has held several management positions at BFA, he was chairman of the executive committee of BFA Gestão de Activos and executive director of the BCS bank.

Regarding the 2017 audit, management at that time received clarifications from the administrator and concluded that there are no reasons that would lead to doubts about its suitability, deciding to close the process.

In May 2020, the current administration took note of this audit and decided to make a new report, whose conclusions did not motivate the reopening of the process.

This decision led to the resignation of Portuguese manager António Domingues, who alerted Banco Nacional de Angola to the violation of banking rules.

The BNA has already instituted an inspection of BFA, which the bank expects to "confirm the decisions taken in 2017 by management".

In the audit at the time, a manager at Banco Fomento Angola (BFA) said that she deposited $ 250,000 in notes in the account of Manuel Paulo da Cunha, 'Nito Cunha', former chief of staff of former PR José Eduardo dos Santos at the behest of Manuela Moreira.

This same manager was involved in a deposit operation worth 21.8 million kwanzas, in the account of a 23-year-old student, with no reason to have that money.

According to the 2017 audit report, the funds are from the now former administrator Manuela Moreira, who will have instructed a bank manager and manager to use the funds to invest in BFA Oportunidades, a financial product available at the time.

BFA holds a majority of the capital of the mobile operator Unitel (51.9 percent), with the Portuguese bank BPI (48.1 percent) remaining the rest.

In 2019, Unitel passed into the hands of Sonangol, removing businesswoman Isabel dos Santos from the operator's control.

Thus, the businesswoman, daughter of ex-president José Eduardo dos Santos, no longer indirectly controls BFA's management, culminating in the process with the appointment of ex-minister Rui Mangueira as chairman of the Board of Directors, succeeding Mário Leite Silva, who resigned in January.

The Portuguese manager Mário Leite Silva is one of the Portuguese facilitators of Isabel dos Santos' businesses that involve suspicious financial schemes and is constituted accused by Angolan justice.
