Osvaldo Ngoloimwe referred that simplified public procurement as a closed and non-competitive procedure "has the same dignity as other tendered procedures".
"This procedure has to be very well clarified so that we don't demonize and think that simplified contracting or in the language of some, direct contracting, is as if it were a benefit that the manager gives to the economic operator", said the person in charge in statements to press, on the sidelines of a seminar on the impact of public works contracts on the local economy.
The Deputy Director General of SNCP explained that this procedure must be adopted according to the criteria of value and material.
According to Osvaldo Ngoloimwe, the value criterion is established for contracts of up to or less than 18 million kwanzas, considering that "the problem is not so much in this procedure".
"The question is when it comes to material criteria and I think this is the great exercise, because in the material criterion the value is unlimited. There is a limit for municipal administrators of 72 million kwanzas, and if we look at what our reality is we would have to analyze the assumptions for the purposes of carrying out this procedure", he indicated.
In 2022, continued the official, the annual report on Angolan public procurement revealed that simplified procurement continues to have a high weight.
The Annual Report on Angolan Public Procurement 2022 consulted by Lusa highlights that of the total of 1628 procedures registered, the most adopted was simplified procurement, with a weight of 43 percent, maintaining the same upward trend compared to the same period (2021), with 33 percent of public procurement procedures, followed by invitation-only tender (29 percent), public tender (17 percent), limited tender based on prior qualification (5 percent), dynamic electronic procedure (3 percent) and emergency hiring (3 percent).
In terms of values, it was verified that the type of procedure with the highest contractual value was the simplified contract with 1.3 billion kwanzas (89 percent), followed by the public tender, with 79.3 billion kwanzas ( 5 percent).
"Competition is not the only value of public procurement, there are other values, despite being one of the most important", stressed the official, also listing transparency and competitiveness as important.
"This is what we all want, because open procedures not only generate business opportunities, but also generate savings for the State. We want to avoid collusion, monopolies and oligopolies, on the part of some companies that operate in the market", he summarized.
In 2021, the Angolan Public Procurement Annual Report revealed that simplified procurement was the most adopted with 508 procedures, corresponding to 32 percent of the total of 1578.
