Parliament authorizes President to create conditions for population census in 2024

The National Assembly approved this Thursday the proposal for a legislative authorization law to allow the President to regulate on the regime for the preparation, approval and execution of the program of the second general census of the population and housing, in 2024.

The draft legislative authorization authorizing the President of the Republic to legislate on the legal framework for the general population and housing census was approved with 122 votes in favor and one against.

In presenting the draft law, the Secretary of State for Planning, Milton Reis, said that the initiative submitted to parliament aimed to request that the President of the Republic establish the basic legal framework for the second census to be carried out, in 2024, 10 years since the first population census was carried out in Angola after independence.

According to Milton Reis, the proposed law will allow the President to regulate the general population and housing census program, its frequency, the obligation of all national and foreign citizens in national territory or who carry out activities there to provide statistical information necessary for the carrying out the population and housing census.

"The general population and housing census is a complex and expensive statistical operation that any country can carry out, which aims to count and characterize the population, survey the housing stock and typify housing conditions in accordance with the census management manual. population and housing units of the United Nations", said the minister.

Milton Reis underlined that the data collected "with the completion of this complex statistical operation are of great importance, insofar as they allow the country to assertively and effectively fulfill its internal and international commitments".

The Angolan official highlighted the convergence of thoughts of the deputies who intervened, all of whom considered the importance and relevance of ensuring the regularity of carrying out the general population and housing census, so that the country can have consistent, coherent information, to make decisions either in the public and private sector.

In 2014, Angola carried out its first general population and housing census after independence, in 1975, having found a total of 25,789,024 inhabitants, of which 6,945,386 resided in the province of Luanda.
