Vera Daves: “Ghost of corruption” has been removed from public procurement

The Minister of Finance called for perseverance in transparency, integrity and probity within public procurement, assumptions that have gradually removed “the specter of corruption” in this area.

Vera Daves opened the seminar on "Public contracting, architecture and engineering for fiscal consolidation", promoted by the National Public Contracting Service.

"In fact, gradually, we have been able to ward off the specter of corruption in public procurement, in this new route that we are following, already with a certain stability and where improvements in the quality of staff and instruments allocated to public administration can be noted", mentioned Vera Daves.

The finance minister stressed that between 2018 and 2021 the National Public Procurement Service registered more than 4,000 procedures, of which 1,722, or 37.4 percent, were for public works contracts.

According to Vera Daves, the significant weight of public works in contracting procedures will guide, for two days, the discussions and work of the seminar, in which various topics will be analyzed in depth, namely, the state of public contracting, engineering, architecture and urbanism. in Angola.

"When we look at these goals, despite realizing that much has already been done and that we should be proud of it, we recognize the numerous challenges that the present poses and that the future allows us to foresee", she underlined.

Vera Daves highlighted that the trajectory has been "very challenging for all those involved", recognizing that the lessons learned, such as the need to improve the quality of architectural projects and, consequently, of public works and project management skills, passing , also, to resort to more practical solutions, which will facilitate the work.

A cooperation protocol was signed between the National Public Contracting Service and the Angolan Architects Association, for the strengthening of relations and the definition of strategies for the development of joint actions.

The actions to be developed focus on the field of training and capacity building, innovation, studies and events in the scope of project preparation, execution, supervision and monitoring of public works and other architecture and urbanism specialties, with an impact on public procurement.

The minister considered the initiative as "an excellent opportunity", appealing to all stakeholders "to continue persevering in the zeal for compliance, transparency, integrity and probity within public procurement".

The official wished that the topics help to reflect on "the caution to be exercised in the management of public contracts, in a context that continues to be one of economic and financial adversity and of some institutional resistance".

"That we understand and are available to, together, overcome it. But we also understand that it is a great opportunity to prove that a well-started public procurement process produces incalculable results, immeasurable savings with advantages and benefits for all Angolans ", he concluded.
