Government renews more stringent disaster rules in Luanda

The Angolan government will maintain the situation of public calamity for another 30 days, with the same rules, and a “slight increase” of rigor in the entrances and exits of Luanda province, under a sanitary fence since March 2020.

The rules of the new presidential decree on the calamity situation regarding covid-19 come into force on June 9, lasting for another 30 days, and were announced this Monday by the Minister of State and Chief of Staff, Adão de Almeida.

The government official stressed that the last month was still marked by "relevant and worrying numbers" of the disease, and although the restrictions adopted have allowed for "a stagnation", there is still not enough elements to conclude that the trend was reversed, which is why the executive decided to essentially maintain the measures already in force.

The country's borders are still under a sanitary fence, to prevent the importation of viruses, with a pre-shipment RT-PCR test and a post-disembarkation test (antigen), which will be reimbursed.

The minister also said that there will be no increase in the number of flights and air connections in relation to what already exists, both in terms of internal flights and international connections, at least in the next 30 days.

Upon arrival, the mandatory quarantine regime is maintained and, in principle, at home, for a period of up to 10 days.

Citizens with a positive test for the new coronavirus are, in principle, subjected to home isolation, and violation of these provisions is subject to a fine.

The sanitary fence remains in Luanda, but Adão de Almeida pointed out that there will be "a slight increase in rigor" so that the exits and entrances to the province, which are limited to essential trips (trade in goods, patients and medical assistance and travel) official or service, which require a mission slip issued by the employer).

The temporary suspension of entry for citizens from Brazil and India is also maintained.

Essentially, there are still differences between the province of Luanda, where there is community circulation of the virus, and the other provinces.

Public services operate from 8:00 am to 3:00 pm in Luanda, with up to 50 percent of the workforce, and 75 percent in other provinces, and offices may be open until 4:00 pm.

In-person teaching activities, federated competitions without public in Luanda and individual sports with limited hours in the capital are maintained, as well as closed gyms, except if they are open-air.

Commerce in Luanda can be open from 7:00 am to 6:00 pm and restaurants, from Monday to Friday, from 10:00 am to 6:00 pm for face-to-face service and take-away service until 10:00 pm.

In other provinces they can work with face-to-face service also on weekends and the hours extend until 20:00.
The rules are also maintained for services and for street sales and markets (from Tuesday to Saturday).

Recreational, cultural and leisure activities, as well as museums and fairs can open until 18:00, while cinemas remain closed in Luanda.

Music shows are only allowed until 18:00 in Luanda and for a seated audience, parties are still prohibited in halls and limited to 15 people at home.

Beaches and public swimming pools remain prohibited and the use of mandatory masks on public roads and any closed place for public access is maintained, as well as the principle of the civic duty of home collection.
