Young Angolans ask CPLP for support for local authorities

A group of young people from Guinea-Bissau and Angola asked the Community of Portuguese Language Countries (CPLP) to provide support for local elections in both countries.

The proposal is contained in a letter addressed to the acting president of the CPLP and head of State of Cape Verde, Jorge Carlos Fonseca, and to the executive secretary of the organization, Francisco Ribeiro Telles, which Lusa had access, made by the Youth Movement for Local Authorities in Guinea-Bissau and by the Third Division Movement of Angola.

In the letter, the young people ask Jorge Carlos Fonseca and Francisco Ribeiro Telles to incorporate the theme on the agenda of the summit of the heads of State and Government, which will take place in Angola, in July.

Concretely, the young people ask for an analysis of the "processes of decentralization of local power in Guinea-Bissau and Angola", as well as the progress achieved at the legislative level and the "obstacles to its materialisation".

The movements are also requesting technical support from the two countries for the "finalization of municipal legislative packages" and the "training of technicians and possible mayors" by parts of the states with the consolidated process.

In the proposal, the young people also hope that Guinea-Bissau, Angola and São Tomé and Príncipe will "open up the possibility of candidacies for groups of citizens in local elections".

The President of Angola, João Lourenço, had announced, in 2018, the holding of municipal councils in 2020, but these were eventually postponed with reasons for delays in the approval of the necessary legislation.

In Guinea-Bissau, the National Elections Commission delivered in March an electoral schedule to the head of State, Umaro Sissoco Embaló, which foresees the holding of local councils this year, but, so far, it has not been officially confirmed.
