The decision is contained in Executive Decree No. 06/2025, of May 27, and aims to "respond with institutional responsibility to the operational and social situation", according to a statement released by the Ministry of Transport (Mintrans).
The objective, the document adds, is to guarantee predictability for both citizens and airlines, ensuring a transition that is "coordinated, safe and in line with international standards".
Airlines have 15 business days after the decree comes into effect to inform the airport operator of the exact date of their transfer to the new airport, and must ensure the selection and hiring of duly certified service providers by that time.
The Ministry of Transport emphasizes that the measure aims to ensure "effective preparation of the public and private services involved", safeguarding the interests of passengers, operators and other entities linked to the aviation sector.
Dr. António Agostinho Neto International Airport (AIAAN), located in Bom Jesus, municipality of Icolo e Bengo, about 40 kilometers from Luanda, was inaugurated on November 10, 2023, on the eve of the 48th anniversary of Angola's independence.
The airport began operations with cargo flights, and domestic flights were expected to begin in February 2024 and international flights in June of the same year.
However, the first commercial passenger flight, to Cabinda, only took place on November 10, 2024, and the transfer of international flights has been delayed.
