Angola and France sign cooperation agreement focused on mobility in Luanda

The Transport minister and the director of the French Development Agency (AFD) for Africa signed a cooperation agreement this Thursday to develop support and exchange of experiences between the two countries, to improve the sector.

According to a statement, to which Lusa had access, the cooperation project, reflected in the tripartite cooperation agreement, with funding from the French treasury, aims to map the institutional organization of the sector and support entities in the public and private transport sectors (primarily urban areas), namely through the exchange of experiences with similar entities.

The agreement also provides for the preparation of one or more projects for the improvement and sustainability of the urban transport system in Luanda and a 'benchmark' of sustainable financing solutions for the sector, as well as promoting exchanges of experiences with French actors in the urban transport management sector.

The note informs that the agreement will also have the support of the Codatu association, an international institution, based in France, which promotes sustainable urban mobility in cities and countries in Africa, Latin America and Asia.

The association will be the operator of the technical cooperation foreseen in the first component with the Ministry of Transport.

Codatu will focus its technical assistance to the Ministry of Transport on the identification and elaboration of priority projects in Luanda, namely carrying out a diagnostic study of transport and mobility in Luanda and defining its exact geographical perimeter (city, province) with the authorities.

Organize 'workshops' to present the results of the study, bring together local entities in the sector, design the action plan to improve the sector, organize meetings between local and international entities, provide a person in charge of cooperation based at the Ministry of Transport who will carry out the various activities, as well as a project manager (remote) also includes the activities of Codatu.

"The second component will finance project preparation studies, as well as specific technical assistance to support the authorities and stakeholders in the sector", reads the note.

In the signing ceremony of the agreement by Ricardo de Abreu and Christian Yoka, the French ambassador to Angola, Daniel Vosgien, the Embassy's economic adviser, Stephan Dubost, the AFD's regional director for Africa, Bruno Deprince, and the director of the AFD in Angola, Louis-Antoine Souchet.
