Parties will make prior scheduling of the delivery of candidacies

This year, parties will have a dedicated platform to schedule the delivery of their candidacies for the 2022 general elections, which will be received and validated by the Constitutional Court (TC).

The announcement was made this Wednesday at the formal opening of the data processing center of the Constitutional Court, where the verification and validation of applications will be carried out, this being one of the improvements pointed out by the president of the TC, Laurinda Cardoso, who made a guided tour of the facilities.

The TC "is able to receive candidacies from political associations that want to run for the next election, in the process of registering their candidates for the presidency and vice-presidency of the Republic and deputies to the National Assembly", underlined Laurinda Cardoso, also stating that the judicial body intends to strengthen its communication mechanisms and fulfill the duty to inform, as well as improve reception.

"We would like, in this election, for representatives of political associations to have a moment of their own. The presentations of candidacies will be based on an appointment that will be scheduled on a certain day and time, with between two and three hours for each party to do all the process of submitting your candidacy", said the judge.

This will be maintained in the future since, according to Laurinda Cardoso, the entire process of the Constitutional Court will be carried out through a single window, through which all the processes that are submitted to the entity's appreciation will pass.

The director of the TC's political parties' office, Mauro Alexandre, explained that prior scheduling through a portal also aims to avoid congestion that has been observed on some occasions.

The "heart" of the entire process of verification and validation of applications will be the data processing room, where two shifts will work, consisting of around 130 employees each, with a third party being able to take action if the workload justifies it, he said.

Documents such as identity cards, criminal records, declaration of acceptance, signatures, among others, will have to accompany the lists of parties, which include hundreds of candidates and supporters, and will be verified and validated by these teams.

The center also includes a press room and a room for lawyers.

In turn, the leaders of the various parties, who accompanied the visit, declared themselves ready to submit the candidacies to the TC, as soon as the President of the Republic calls for elections, which will have to happen, under the terms of the Constitution, within 90 days of the end of your mandate.

The vice-president of the Popular Movement for the Liberation of Angola (MPLA), Luísa Damião, was "impressed" with the conditions that the TC created for political parties, namely in terms of resecting documentation and welcoming journalists and lawyers who eventually want to make complaints.

He also declared that the MPLA has the documentation ready to be delivered: "We are just waiting for the elections to be called, our party always prepares in advance and we have gathered all the necessary documentation so that at 'Hour H' it is delivered by our agent".

The deputy secretary general of the National Union for the Total Independence of Angola (UNITA), Virgílio Samussongo, noted that "the conditions are created" and confirmed that the largest opposition party will present its candidacy in due course.

"The important thing for us is to comply with everything that is enshrined in the law. The Court is doing its part and we congratulate the work it is doing in improving working conditions for political parties", he praised.

Manuel Fernandes,​​​​leader of the Broad Convergence for the Salvation of Angola–Electoral Coalition (CASA-CE), Angola's third political force and which brings together four parties, said with satisfaction that some constraints that were felt in previous processes were taken care of and that the technical and human conditions "are created", in addition to greater comfort for the parties, since they will be able to schedule the delivery of their candidacy.

The leaders of the Social Renewal Party (PRS), National Front for the Liberation of Angola (FNLA) and the Democratic Bloc, respectively Benedito Daniel, Nimi a Simbi and Muata Sebastião, also declared themselves satisfied with the prior appointment and the new premises of the TC , which underwent rehabilitation works this year.
