According to Angop, the Ministry of Economy and Planning transferred the management of five industrial reserves, eight mining and six agricultural reserves to the hands of GPL.

Of the structures that are now the responsibility of GPL, the most important are the Cacuaco industrial reserve, the Baixa do Lô mining reserve, the Quiminha agricultural reserve, the Catete mining reserve, and the Barra do Dande agricultural reserve, among others.

The Executive also decided to hand over the management of the Office of Development and Hydraulic Use of Kiluxi and the Technical Office of Urban Reconversion of Cazenga to the hands of GPL. Control of these structures will subsequently be handed over to the respective municipal administrations.

Until then, these offices were run by the ministries of Agriculture and Fisheries, Public Works and Land Planning and Economy and Planning. According to Angop, these structures focused on the four municipalities of Luanda (Viana, Cacuaco, Camama and Cazenga).

The transfer of competencies to the LPG aims to avoid the overlapping of tasks that may cause conflicts of competencies. It also aims to ensure a better provision of services to citizens.

The act of handing over competencies, which took place at the GPL headquarters, was formalized by Joana Lina, governor of Luanda, by António de Assis, of the Ministry of Agriculture and Fisheries, by Manuel Tavares de Almeida, of the Ministry of Public Works and Territorial Planning and by Sérgio Santos, of the Ministry of Economy and Planning.
