Parliament interrupts plenary to discuss Basic Civil Protection Law

The parliament interrupted this Thursday an ordinary plenary meeting to discuss, "urgently", in particular, the proposed law to amend the Basic Law for Civil Protection, which includes the declaration of a catastrophe or calamity situation.

The declaration of the state of calamity may be applied in Angola after the period of state of emergency, which is already in its third extension and extends until 25 May, which aims to contain the spread of covid-19.

The eighth ordinary plenary session of the parliament approved on Wednesday, generally and as a matter of urgency, the aforementioned legal diploma, now under discussion in the specialty, which according to the authorities is also "partially out of alignment with the Constitution".

In their reasoning report, the authorities state that the Basic Civil Protection Law, in force, "does not assign sufficient tools to the holder of the executive branch to put in place an effective system of preparedness and response to situations of serious collective risk, catastrophe or calamities ".

A note from the Institutional Communication office of the National Assembly of Angola underlines that the plenary meeting now interrupted must resume to discuss the last two items on the agenda.

Discussion in most of the Law Proposals that approves the Property Tax Code and the Law that approves the Motor Vehicles Tax Code are the last two points scheduled in this Thursday's plenary session.
