Government assumes existence of degraded buildings and announces strategic plan

The Government will create a Strategic Plan for Intervention in Degraded Buildings, whose implementation will be the responsibility of a multisectoral commission, assuming the existence of buildings with an evident lack of preventive and corrective maintenance, it was announced.

The decision was announced at the end of the fourth ordinary session of the Council of Ministers, chaired by President João Lourenço, in which they were informed of the survey on the state of maintenance and conservation of public and private buildings across the country and of buildings acquired by the State. abroad.

"The existence of several buildings with an evident lack of preventive and corrective maintenance was verified, some with severe signs of infiltration of wastewater and others with signs of structural instability", refers in a communiqué issued from the meeting.

A six-story building collapsed in the early hours of March 25, in Luanda, on Rua Comandante Valódia, without fatalities, according to the authorities, with the Luanda government pointing out the "exhaustion of the resistant capacity of the structural elements of the building".

Last Saturday, in Luanda, the authorities removed residents from one of the buildings on lot 1 in the Prenda neighbourhood, in the Maianga urban district, after the structure shook, showing signs of imminent collapse.

The facts contributed to the state of public and private buildings deserving appreciation at the level of the Council of Ministers.

With regard to this issue, the Council of Ministers recommended the creation of a multisectoral commission whose mission will be to monitor the implementation of a Strategic Plan for Intervention in Degraded Buildings.

The multisectoral commission must also ensure, in a sustainable manner, the financial resources for the implementation of the necessary actions for its resolution, particularly the emergency ones.

The President's advisory body also recommended an "immediate intervention" for cases on the verge of ruin.

The Council of Ministers also amended the Remuneration Statute for the Career of Education Agents with a view to including an additional remuneration in the table of subsidies to which education agents are entitled.

According to the Minister of Education Luísa Grilo, who was speaking at the end of the meeting, the subsidy is equivalent to 12.5 percent of the base salary and will already be introduced in the May salary with the respective retroactive effect.

The ministers also considered, for submission to the National Assembly, the law that amends the Law on the Regulatory Entity of the Media of Angola (ERCA), to clarify some provisions and reinforce the role of the ERCA.

The law that amends the Law on the Statute of Journalists, the resolution that approves the protocol on amendments to the protocol on the Statute of the African Court of Justice and Human Rights and the resolution that approves the accession of the Republic of Angola to the Solemn Declaration of Single Air Transport Market in Africa were also appreciated.

Several legal instruments in the field of foreign policy were also approved, namely the agreement between the Republic of Angola and the Republic of Poland on Visa Exemption for Holders of Diplomatic Passports, the cooperation protocol between the National Police of Angola and the Police Force of Namibia, the agreement between the Government of Angola and the Republic of Côte d'Ivoire on the Reciprocal Exemption of Entry Visas for Diplomatic and Service Passports.
