Proposal for a Law to Amend the Criminal Procedure Code unanimously approved

The proposal for a Law to amend the Criminal Procedure Code was unanimously approved this Thursday. In addition, the National Assembly (AN) also gave the 'green light' to the proposed Public Appropriation Law.

In the vote, the deputies were unanimous with regard to the document amending the Penal Code. The document on Public Appropriation passed the scrutiny of the deputies with 121 votes, 41 abstentions and one vote against, writes Angop.

Manuel da Cruz Neto, MPLA deputy, about the diploma on Public Appropriation – which aims to adapt the legal system to the Constitution, in particular the article that regulates the right and limits of private property – informed that his group gave the 'green light' to the document because it is indisputable in its timeliness and content.

Cited by Angop, the deputy also indicated that this document will provide the State with an efficient legal regime to manage situations of instability in the economic system as well as illegitimate transfers of assets from the public to private legal field, which could compromise the national interest.

In turn, Mihaela Weba, from UNITA, explained that they abstained "because, despite being committed to the fight against corruption, the violation of principles of the Constitutionality of justice and legality cannot be called into question".

Also quoted by Angop, he added that this document "by providing for the public appropriation of assets, through a mere judicial declaration and not through a final judicial decision, in our opinion, it may be violating the principle of the Constitutionality of justice and legality".

Alexandre Sebastião André, from CASA-CE, who also approved the document, warned that it is important that the expropriation is accompanied by compensation: "The expropriation must be accompanied by fair compensation, so as not to harm the private interest ".

Proposals for the Law on the Administrative Litigation Code and on the General Regime for Administrative Offenses were also approved.
