The position was expressed by Adalberto Costa Júnior in a message on the occasion of the celebration of the Day of Peace and National Reconciliation, which is marked on Sunday.
"Democracy has ways to solve regional, historical or social claims, in the framework of the unitary state of Angola. It is necessary to stop the war and engage in dialogue. We cannot celebrate peace in Luanda while war is waged in Cabinda," said Adalberto Costa Júnior.
Cabinda province, which has been claiming its autonomy for several years, will be the stage on April 4 of the commemorations of 19 years of peace in the country.
The political and military situation in Cabinda has deserved in the last weeks some attention and pronouncements from political entities and civil society.
On Wednesday, the former chief of the General Staff of the Angolan Armed Forces, Francisco Pereira Furtado, also advocated the need to find a solution to the situation in that northern region of the country.
"The political-military situation in the country is stable, the country is at peace, regardless of the need to solve a small detail of Cabinda province. The country is pacified and it is this peace that the military has to preserve, to maintain stability, in order to guarantee an effective national reconciliation," said Francisco Pereira Furtado.
The former Chief of Staff said that there are mechanisms for the current situation in Cabinda province, stressing that the "Government is committed" to the issue.
"In the same way that we negotiated the previous peace processes we should negotiate with the wing of the FLEC [Front for the Liberation of the State of Cabinda], because it is another wing. From what I know of the FLEC, since its emergence in 1975, more than six wings have emerged within it. We need to make this wing that is still claiming in an inappropriate way, with some violence, understand that the country cannot continue on this path of conflict," the official stressed.
In 2006, a memorandum of understanding was signed for the reconciliation of Cabinda province and a Special Statute that gave autonomy to that oil-producing region of the country, however, there was no materialization.
For several years, the citizens of Cabinda have been demanding the autonomy of this part of the Angolan territory, with FLEC taking the blame for alleged armed attacks, resulting in deaths and injuries of soldiers of the Angolan Armed Forces and its guerrilla forces.
