Expert admits that country's infrastructure is of poor quality and calls for audit

The president of the Angolan Association of Designers and Consultants (AAPC) proposed this Monday a technical audit of the infrastructures built or rehabilitated in the national reconstruction plan, co-responsible for the poor quality of many works, some unfinished.

Asked about the completion of the Luanda drainage plan, a work he considered "complex" and costly that the country is unable to afford, José Paulo Nóbrega recalled that during the years of national reconstruction, which followed the end of the civil war in 2002, the money was not always well spent.

"We ran out of money to do these jobs, leaving them unfinished. Now we have to find the appropriate funds to be able to finish these interventions, in a country that has the difficulties we know how to pay these debts, which have not always been useful", lamented José Paulo Nóbrega.

He stressed that many companies "did not do their best, and this is not just a problem for Angola because these companies were appointed by institutions that financed the debt, and this money was not always well spent, and some of the work was not completed".

He therefore defended the need for a technical audit: "People would be surprised to notice that it is not always the responsibility of Angolan politicians," said the engineer, considering that there was "a lot of irresponsibility in the technical approach that was made.

For the head of the AAPC, the institutions that financed Angola's debt for national reconstruction "are co-responsible for the lack of quality of many infrastructures", some of which remained unfinished.

At stake is the way in which some roads, bridges and other infrastructure have been built or recovered.

"Most of these works were carried out by companies that were indicated by those who financed them, companies that have permits and technicians and, in spite of this, have carried out works that didn't last at all and that are destroyed", the engineer criticized, pointing out that the country is being rebuilt "for the second time".

Recalling that "national reconstruction is a very expensive matter for a country", José Paulo Nóbrega pointed out that Angola "does not have the financial capacity to rebuild itself, every three or four years", which is happening with some roads and bridges.

"This in financial terms for the country is an extreme wear and tear and the responsibilities of poorly done works cannot always be pointed out" to decision-makers, the president of the AAPC stressed, stressing that "people, in a slight way, try to indicate socially reprehensible factors, but there are also technically reprehensible factors".
