Tax authorities announce review of tax legislation for greater efficiency

The General Tax Administration (AGT) announced this Tuesday the review of all legislation applicable to income taxation, the Customs Code and the Legal Regime of Invoices for “greater efficiency” of the tax system in 2025.

AGT director Altair Marta said that tax legislation reform continues to be a priority for the tax authority, which intends to review several legal provisions this year, namely all legislation applicable to income taxation.

The review of the Customs Code, the amendment of the General Tax Code and the Tax Benefits Code, as well as the presidential decree approving the Legal Regime for Invoices are among the actions to be carried out during 2025.

Altair Marta, who spoke this Tuesday at the opening of the Fiscal Outlook 2025 Conference, said that the entity will also soon present the proposal for the Personal Income Tax Code (IRPS).

The IRPS proposal "unifies and simplifies the taxation of income for this group of people, eliminating distortions and increasing transparency," he explained.

The director of AGT considered, on the other hand, that the country is at a crucial moment in which the sustainability of public finances and the efficiency of the tax system are determining factors for economic growth.

"Oil revenue continues to play a fundamental role in tax collection, having contributed in 2024 with around 61 percent of the State's revenue, a situation that needs to be reversed considering the great volatility of the price of a barrel of oil as well as its eventual scarcity", he said.

"Despite this objective, we remain aware and convinced that the [oil] sector must continue to deserve special monitoring, given its strategic relevance for the national economy", he said during his speech at this meeting promoted by Deloitte Angola.

He also highlighted that the 2025 General State Budget (OGE) contains several tax measures that aim to meet the main challenges of taxpayers, namely alleviating the tax burden and facilitating fiscal compliance with their obligations.

The maintenance of the exemption level of the Income Tax on Work (IRT), for income up to the limit of 100,000 kwanzas, the exceptional regime for regularizing the registration and the registration of properties without the retroactive payment of the property tax from 2019 until 2022 and the reduction of VAT to 5 percent on the import and acquisition of industrial equipment are among the tax measures set out in the 2025 State Budget.

The administrator of the General Tax Administration also reported that technological modernization and the simplification of procedures represent one of the focuses of the AGT, "which has invested in the digitalization of tax processes to facilitate payments and comply with reporting obligations".

The digitalization of tax administration "has contributed to improving the organizational efficiency of companies by encouraging good financial management practices and transparency," he highlighted.

He finally assured that AGT "maintains and reaffirms" its commitment to transparency in tax management, "ensuring that each tax collected effectively contributes to building a more prosperous future for all."
