Angola evaluates market for new debt issuance in foreign currency

The Ministry of Finance announced that it intends to issue debt in foreign currency, specifying that the process used will be 'bookbuilding', that is, a prior assessment of market interest.

The Ministry informs the market, in a statement dated March 7th and consulted this Monday by Lusa, that it "intends to issue National Treasury Bonds in Foreign Currency, within the scope of the strategy to promote the public bonds market".

The operation is open to all interested parties, it is announced, without giving dates or amounts, specifying that the format will be 'Bookbuilding', a process that serves to assess the market's interest in the titles that the issuer wants to place.

Maturities will be seven and ten years, with due dates in October and November 2031, and July and December 2034, respectively, and the bonds to be issued will pay coupons on a semi-annual basis, details in the note.

With this issue, the Ministry of Finance intends to raise "resources in foreign currency and in national currency", it states in the note, inviting interested parties to contact, "for subscription purposes, any financial institution authorized to operate in the local securities market, namely, banks, distribution and brokerage companies".

Finance Minister Vera Daves said in a recent interview with Lusa that the issuance of new debt securities in foreign currency would depend on the market's appetite for risk and the country's vision, which she considered to have improved.

"If we understand that the interest rate is unaffordable, we won't go. If we feel that it is a comfortable rate, we will go", said the minister, in the interview on the sidelines of the G20 meetings of finance ministers and central bank governors, in the Brazilian city from Sao Paulo.

"We are open to participating, depending on market conditions. Naturally we don't want to participate at a price that puts us in a worse situation than we are. So what we are doing is analyzing the market, analyzing the market's appetite for the risk Angola", said Vera Daves in an exclusive interview with Lusa.

Vera Daves recalled that Angola has already returned to the market after the pandemic, with an issue in 2022.
