Joel Leonardo, who was speaking at the opening of the 2024 judicial year, said that the Judiciary is not oblivious to the large investments linked to the Lobito corridor, a railway that crosses Angola connecting Lobito, on the western coast, to Luau, on the eastern border with the Democratic Republic of the Congo.
With the growth in the movement of people and goods, the volume of business will increase and the level of litigation will rise, "which calls for the readiness of the Courts, located along the aforementioned railway line", he predicted.
He therefore called for the reinforcement of the courts in the provinces crossed by the railway, "so that precautionary measures can fulfill their specific procedural purposes", as soon as they are triggered by investors, "eager for legal protection", and the proceedings must occur quickly and efficiently.
The president of the Supreme Court also considered it a duty for the courts to deal more quickly with crimes linked to the trafficking of fuel, diamonds and other natural resources, as well as the vandalization of public property.
He stressed that the legislator recently came up with new incriminating criminal rules and that it is urgent to protect dams, bridges, railway lines, electric lighting posts, sewers, "in the face of deliberately intentional looting".
Joel Leonardo also spoke about the modernization of the courts and expressed the desire to create, in Angola, "a robust, versatile and efficient judicial system".
"Administrative modernization and the realization of our financial autonomy are achievements that will only be achieved through concrete initiatives, even if they are initiatives marked by small actions", he highlighted.
