Pitta Grós says that giving financial resources to Justice is investing in the rule of law

The Attorney General of the Republic (PGR) defended, this Friday, that providing financial resources to bodies involved in the administration of Justice should not be seen as an expense, but as an investment in the rule of law.

Pitta Grós spoke at the opening ceremony of the judicial year, opened by the President, João Lourenço, with the motto "For the Achievement of Financial Autonomy and Modernization of Jurisdictional Activity".

According to the PGR, it is also necessary, in line with international guidelines and similar to other legal systems, to create autonomous mechanisms of material and financial support for bodies that directly implement the fight against corruption and operate in the recovery of assets.

"Placing financial means and equipment at the service of Justice should not be seen as an expense, but perceived as a necessary investment in consolidating the rule of law", said Pitta Grós.

The Public Prosecutor's Office, as an organ of the PGR, is essential to the performance of the State's judicial function, highlighted Pitta Grós, committing itself to achieving increasingly satisfactory levels of operationality, mainly on the part of its judicial bodies, which require specialized staff and resources, assuming strong financial support.

Pitta Grós highlighted that strengthening working capacity is a permanent objective, announcing that 180 auditors will soon be appointed, to join the group of Public Prosecutor's Office magistrates, currently made up of 632 prosecutors, with women representing 41 percent.

Another reality, according to the PGR, are magistrates who direct different bodies without specialized training in financial management, exercising it "by mere inherent function".

Pitta Grós argued that this function should preferably be performed by people who are not magistrates, to ensure greater efficiency and transparency in financial management and safeguard magistrates from potential management errors, "in some cases excusable, but harmful".

Regarding modernization, the PGR said that the computerization of the State's judicial and judicial bodies and, consequently, the processes they carry out is an unavoidable necessity, guaranteeing the reduction of bureaucracy, reduction of response times, increase in data quality and the humanization of services.

According to PGR, Angola faces the challenge of its growth, as it is experiencing a phase of economic recession, with the Justice having "the arduous mission of ensuring the stability of the socioeconomic system, regardless of any social and/or political phenomena, internal or international".

For the PGR, the solidity of the bodies that make up the State's judicial power, their capacity to execute their constitutional duties, presupposes the modernization of their functioning, which is completely unachievable without the materialization of their financial autonomy.

"More than being programmed, approved or launched, financial autonomy and, consequently, the modernization of Justice bodies, must be effectively implemented", he reiterated.

"The missions assigned to the Attorney General's Office, within the scope of the national program to combat corruption, expand the dimension of its intervention and, consequently, the need for its strengthening, at all levels", he added.
