Almost 40 companies submitted proposals for garbage collection in Luanda

The Provincial Government of Luanda received proposals from 39 companies to collect solid waste in the capital, which since last December has had the service of only two of the six operators, due to a lack of funds from the State.

The information was advanced by the chairman of the jury, Domingos Econgo, when he opened the proposals of the companies that competed for the collection and management of solid waste, under the Emergency Contracting Procedure for the Concession of Public Cleaning Services, launched in February past.

In December 2020, the governor of Luanda province, Joana Lina, announced the suspension of contracts with companies due to the inability to continue to honor their commitments.

According to Joana Lina, the contracts, in 2016, had been concluded in foreign currency and at the exchange rate of the day.

After launching the tender in February, companies had the deadline for delivering the documents until last Tuesday.

Domingos Econgo said that 69 companies purchased specifications, but only 39 submitted bids.

The official stressed that each competitor may submit proposals for the cleaning of only two lots, each corresponding to a municipality.

In February, the President allocated almost 35 million for the removal of waste in Luanda, which has faced difficulties since the time when the contracts with operators were suspended for the management of cleaning and collection of waste, with piles of garbage occurring in all areas of the country. province, a situation strongly contested by the citizens.

The head of state approved an expenditure of 34.89 million kwanzas for the purchase of public cleaning services and the collection of solid waste.

The emergency contracting procedure is divided into several lots, for the provision of public cleaning and solid waste collection services in the municipalities of Luanda, Icolo and Bengo, Quiçama, Cacuaco, Cazenga, Viana, Belas, Kilamba Kiaxi and Talatona.

The debt with the garbage collection companies in Luanda amounted to US $ 367 million until November last year.

To minimize the current situation, cleaning campaigns have been carried out by residents, with the burning of garbage heaped along roads and neighborhoods one of the solutions to circumvent the smell and the amount of worms.
