Parliament agenda for the 18th review and vote on the constitutional review proposal

The proposal for a punctual review of the Constitution of the Republic of Angola, made by President João Lourenço, will be considered and voted on by the National Assembly on the 18th, as a single point of the work.

The agenda was approved by a conference of leaders of parliamentary groups, who also scheduled an extraordinary session for the next 24th, for the consideration and voting of several points, among which, in general, the proposal for a Law that amends the Law on the Special Consumption Tax and the Volunteer Law Proposal.

The same session will also consider and vote on draft resolutions for Angola's accession and ratification of important international instruments, namely the Agreement between the Member States of the Southern African Country Development Community (SADC) on the Establishment of the Center for Renewable energies and SADC energy efficiency.

Speaking to the press, the leader of the parliamentary group of the parliamentary group of the Wide Convergence of Salvation of Angola - Electoral Coalition (CASA-CE), Alexandre Sebastião, regretted that the discussion of the proposed Law on the Institutionalization of Municipalities was not scheduled, highlighting the discussion of the proposal for a punctual revision of the Constitution of the Republic.

"Some documents that are in the commissions are still stuck in the drawers, this is not the way we are going to discuss the Law on Institutionalization of Municipalities", said the leader of the parliamentary group of the second largest political force in the opposition.

On the proposed revision of Law 8/19, on the Special Consumption Tax, Alexandre Sebastião considered yet another burden for consumers, given the still weak domestic production.

"Everything depends on imports and as a consequence, by applying certain taxes on the products in the basic basket, we are getting worse, raising the cost structure of the trader and reaching the consumer at very high prices," he said.

In turn, the second vice-president of the parliamentary group of the National Union for the Total Independence of Angola (UNITA), Mihaela Weba, said that all scheduled contents were accepted, but a proposal for the plenary meeting on the 24th, to discuss the behavior of public media before the agenda was not accepted.

Mihaela Weba said that successive violations of the Constitution with regard to equal treatment of political parties, regardless of whether they have a parliamentary seat or not, are at the basis of her claim.

"As there will be political declarations on the 24th, it was not possible to accept our claim", he said, adding that they also requested the swearing-in of the member appointed by UNITA in the Angolan Communication Regulatory Entity (ERCA), if it is published in Diário of the Republic.

Manuel da Cruz Neto, from the parliamentary group of the Popular Movement for the Liberation of Angola (MPLA), stressed that there was consensus in the choice of points to be discussed, stressing that with regard to the constitutional review, everyone agrees that "it is welcome".

"Which is necessary, because the context of the application of the Constitution is always dynamic, creating new contexts and it is necessary to adjust", stressing that the President's proposal is an indicator that is attentive to society's proposals.

Earlier this month, the head of state announced the need for a one-off revision of the constitution in force since 2010, necessary to "preserve national stability and the values" of the democratic and legal state.

The punctual review focuses on clarifying the institutional relationship model between the President of the Republic and the National Assembly, with regard to inspection, which has been claimed by opposition deputies for several years, the consecration of Angolans' votes abroad, the withdrawal of principle of gradualism for the implementation of municipalities, the independence of the central bank, among others.
