BPC Union Commission accuses State of being responsible for the bank's situation

The president of the National Union of Banking Employees accused the Government of being solely responsible for the negative results of the Savings and Credit Bank (BPC), resulting in the dismissal of almost 2000 workers.

According to Filipe Makengo, of the BPC union committee, "the holes that the bank has in its exercise" do not result from workers, but from the poor management of successive administrations "and the executive is responsible".

The director of the National Union of Banking Employees of Angola (SNEBA) was speaking at a press conference to clarify and inform the banking community and society of the sector's transformation process, in particular the Recapitalization and Restructuring Plan (PRR) for the BPC.

The union leader refuses, on the other hand, to accept that the workers' compensation is the result of "a generous gesture" by the bank's management, stressing that the figure of 25 percent above what was established by law "was a union struggle".

"It is not a generous gesture, the bank is not doing favor to the workers it dismissed, these workers added value to the bank. That blank check cannot be passed on to the workers, the bank is not doing any favor by compensating workers, "said Filipe Makengo, adding that, for the union, compensation should be calculated above 50 percent.

"The bank is doing its duty, because these workers contributed to the progress of Angolan society, to the bank's profitability while the bank prospered, so it got where it got due to the executive's fault, the fault of the sick administrations and those responsible. have been placed in front of the bank ", he reiterated.

Makengo recalled that it is not the workers who appoint the administrations, but the executive, so these responsibilities must be attributed to the Government.

Regarding bad debts, one of the reasons for the bank's poor performance, the president of SNEBA considered that the executive should charge debtors, many of them private, linked to trade, and who are identified.

"For us, the ideal is that these values ​​are recovered through the courts. As an example, retired public sector workers have honored their commitment to banking and even with reduced wages, why not continue to chase after debtors to repay We call on the State to urge the bank's administration to activate the mechanisms that serve to recover the funds that belong to all of us ", he stressed.

According to Filipe Makengo, the three phases of implementation of the PRR are not being carried out as detailed, with various inconsistencies.

"An example, we defined three axes, but the axis that is being executed is not part of the plan, one of the main inconsistencies. The closure of work centers and the extinction of jobs is not part of the bank's PRR. That was a escape that the administration found to dismiss the workers ", he indicated.

SNEBA filed a lawsuit, in the working room of the Provincial Court of Luanda, for several inconsistencies in the execution of the PRR, with the first hearing scheduled for 7 April.

Workers also complain about the question of assessment tests, which allegedly were not part of that plan.

"These are escapes that the administration itself is finding to displace workers. Performance evaluation is a method that administrations use, but it is not at this stage. We are against this process," he said.

The BPC union committee argues that the bank's surplus strength should be integrated into other areas, namely the Ministry of Finance, the bank's shareholder, which has been recruiting staff.

The official said that it is necessary that the parties sit at the table to negotiate, contrary to what has happened so far, with mere exchanges of correspondence.

"The board of directors takes refuge in the pandemic, taking into account the distance, but today there are meetings, the Council of Ministers meets, the parliament meets, the union does not have an army of leaders, the board is composed of 12 members, the BPC union committee is composed of seven people. We could be seated at the negotiating table to discuss these documents ", he considered.

For the president of SNEBA, the PRR has been implemented in an "untimely" way, urging that they do not proceed to the next phases when the previous ones are not yet concluded.

"If the first phase is not completed, the compensation was not made in a comprehensive way, the dismissals that qualified for the credit process were not covered in a comprehensive way, why take more steps, why move to the second phase and advance to the third phase with pending cases? ", he asked.

Recently, the Human Capital director at BPC, Alfredo Monteiro, explained that in the process of dismissing employees, a strategy was outlined to accelerate their rapid insertion in the labor market, namely an unemployment fund, equivalent to an additional financial compensation of 25 percent complementary to the employee's remuneration, credit forgiveness at the bank, credits for starting economic activity, training in business management, among others.
