"At this point there is still some movement of groups that are not part of the exceptions" admitted by the rules of the state of emergency, he said, stressing that the approach of the police to those who violate the measures of the state of emergency in the coming days will be essentially "pedagogical".
He gave as an example the informal markets that will be open until 1pm for the purchase and sale of food or for street sales.
Vendors, known locally as zungueiras, will be able to continue selling food as long as they keep their distance and avoid walking with others.
Also collective taxis, or "candongueiros", will be able to circulate, but the number of passengers will be only one third of the capacity
"The police are taking strong inspection action to prevent them from being overcrowded and spaced out," he said, indicating that some are already being sanctioned and that vehicle seizures may even be made.
Mototaxis, also used by many Luandans, are prohibited.
Restaurants, cafes and similar establishments can only serve meals for "take away" or make home deliveries.
Supermarkets and small grocery stores known as "canteens" can also have their doors open, as long as they are dedicated to the sale of food products and avoid crowds of people.
"The law provides for exceptions designed for people who survive on the basis of informal trade," he explained.
Valdemar José said that as people's behaviour is "assessed" the strategies will also be adapted, stressing that the approach will be in two days towards greater discipline.
